On February 23, 2004, the Foreign Ministers of the European Union will meet in Brussels to review and recast relations between the nations of Europe and the Russian Federation. Part of that review will include a sharp look at Russia’s progress in the areas of human rights and what some in the EU fear is a selective application of the law – such as in the case against Mikhail Khodorkovsky.
